To laugh at someone or something in order to belittle it, to refuse to take it seriously. Said of a person, of their words or of what they do.
اِسْتَهْزَأَ الْأَوْلَادُ بِالتِّلْمِيذِ الْجَدِيدِ.
The children made fun of the new pupil.
